How to Check Criminal History in Winnebago County
A useful Winnebago County criminal record search begins with the question being asked. Filed felony, misdemeanor, and criminal-traffic cases appear through Wisconsin Circuit Court Access, commonly called WCCA or CCAP. Recent custody starts with the jail's current-inmate PDF and 24-hour media blotter. The police narrative stays with the sheriff or city department that wrote it. A statewide adult history comes from the Wisconsin Department of Justice Crime Information Bureau through WORCS.
Gather the full legal name, birth date, spelling variants, an incident or case number, and the likely agency before searching. A middle name and exact birth date help separate people with similar names. Keep the source and retrieval date with each result because the blotter, current roster, court docket, and state record update on different schedules.
- Search WCCA by party name, select Winnebago County, and add the birth date when known.
- Check the case code: CF marks a felony, CM a misdemeanor, and CT a criminal-traffic matter.
- For a recent arrest, compare the 24-hour blotter with the current-inmate list and note the agency code.
- Request the incident narrative from the arresting agency and court documents from the Clerk of Circuit Court.
- Use WORCS for a statewide CIB result, then compare identifiers and dispositions before treating a name match as the same person.
Winnebago Criminal Records at Room 110
Online metadata is not the full court file. The Clerk of Circuit Court maintains the source documents at the Winnebago County Courthouse, 415 Jackson Street in Oshkosh. Room 110 has three public WCCA terminals, with one user allowed at each terminal because the space is tight. The counter is open from 8 a.m. to 4:30 p.m. on weekdays, although an occasional Thursday staff meeting can delay opening until no later than 9 a.m.
The official court-copy page shows the Room 110 search and request options.
The clerk accepts requests at the counter, by email at winnebago.courtrecords@wicourts.gov, by fax at 920-424-7780, or by mail to P.O. Box 2808, Oshkosh, WI 54903. Staff reviews a request and contacts the requester within five business days with the total, payment terms, and delivery choices.
| Clerk service | Winnebago fee |
|---|---|
| Name or record search without a case number | $5 |
| Plain copy | $1.25 per page |
| Certification | $5 per document |
| Exemplified copy | $15 plus $1.25 per page |
| Unrepresented-party eFiling opt-in | One-time $35 |
Official Wisconsin Background Checks
The Wisconsin Department of Justice Crime Information Bureau maintains the Centralized Criminal History database. Members of the public may request adult Wisconsin history through the Wisconsin Online Record Check System, or WORCS. The general electronic name search costs $7. A paper result adds $5. Anonymous users keep the order reference number and retrieve the result through “Review Results of Prior Search,” while account users submit and track requests from their dashboard. Results stay available for six months.
The official WORCS access screen separates public and authorized-user routes.
A WORCS name result is not fingerprint identification. CIB may hold fingerprint-supported arrests, prosecutor decisions, court findings, sentences, and corrections entries, yet it can miss an arrest that lacked supporting fingerprints or a disposition that was not sent. Compare sex, race, birth date, height, weight, birthplace, and any photo shown before relying on a match.
Federal Records Beyond Winnebago County
Federal criminal cases involving Winnebago County belong to the Green Bay Division of the U.S. District Court for the Eastern District of Wisconsin, not WCCA. The Green Bay federal clerk's counter is at the Jefferson Court Building, 125 S. Jefferson Street, Room 102, Green Bay. It is open weekdays from 8:30 a.m. to 4:30 p.m., and its phone number is 920-884-3720.
PACER supplies federal docket sheets and filed documents after registration. Charges are generally ten cents per page, and quarterly charges of $30 or less are waived. Federal custody uses the Bureau of Prisons inmate locator, while the county jail and Wisconsin DOC locators cover different systems. A federal docket, FBI identity summary, state WORCS result, and Winnebago County court file should not be treated as substitutes.
Correcting Winnebago Criminal Record Matches
A false WORCS name match has a formal remedy. File DOJ form DJ-LE-247 and explain whether the issue is an incorrect charge, missing or incorrect disposition, identity theft, mistaken identity, or another error. Charge and disposition disputes need certified source records. Identity disputes require fingerprints taken by law enforcement on an FD-258 card. DOJ does not charge to file the challenge, though the fingerprinting agency may charge its own fee.
A successful mistaken-identity challenge can produce a Wisconsin Unique Personal Identification Number, or WiUPIN. Supplying that number on later checks helps CIB avoid returning the same unrelated record. The federal self-review product costs $18 and can only be ordered by the subject of the record; it is separate from Winnebago County court, jail, and police files.
Types of Criminal Records
“Criminal record” can describe documents held by four separate custodians. Police record allegations and evidence. The jail records intake and custody. Prosecutors choose the charges to file, and the clerk maintains the case. CIB then compiles qualifying fingerprint-founded events reported from across Wisconsin. Each layer has a different scope.
- Incident and arrest report: the originating police agency's account of allegations, observations, evidence, and its initial arrest decision.
- Booking record: the jail's intake, charge, hold, bond, property, screening, and release data, only part of which is public online.
- Criminal court case file: the complaint, docket, hearings, pleas, rulings, disposition, sentence, and financial entries maintained by the clerk.
- State criminal history: CIB's Wisconsin record built from supported arrest cycles and later prosecutor, court, and DOC updates.
- Supervision or registry record: Wisconsin DOC information on custody, probation, parole, extended supervision, or a qualifying registry duty.
A warrant is another distinct court and law-enforcement record. An unexecuted search warrant stays confidential, and an arrest warrant may require live verification even when a docket shows an older event.
Winnebago Booking Records Are Snapshots
The Winnebago County Jail publishes two PDFs for different moments. The 24-hour Media Blotter lists recent bookings and releases with name, birth date, charge or statute description, hold type, arrest type, release reason, agency abbreviation, complaint number, and arrest time. The Current Inmate List shows people in custody when the report ran, with an InmateID, name, sex, judicial status, and initial booking date and time.
Neither is a conviction list. A person can leave the current roster after release while the police report still exists, and a blotter charge can differ from the charge the District Attorney later files. Codes such as OSPD, NEPD, WCJ, and DOC help identify the source, but they do not state guilt. For a complete Winnebago County arrest trail, read the official blotter, check continuing custody, search WCCA, and request the narrative from the listed agency.
Booking events are not unique people, cases, or convictions. The jail also operates below its nominal bed count when objective classification requires incompatible custody groups to be separated.
What a Winnebago County Criminal Record Shows
The visible fields depend on the source. CIB uses identity and arrest cycles. WCCA focuses on the court case. Jail PDFs show a narrow custody snapshot. Match the field to the custodian before deciding that something is missing.
WCCA suppresses Social Security numbers and payment-security data. It also withholds victim and citizen-witness names and addresses in criminal cases, along with juror names and addresses. The public jail PDFs are narrower: they do not display a mugshot, detailed physical description, housing pod, bond table, or full charge history. For a field that the public view omits, ask the proper custodian whether it is releasable and request only the part needed.
| Name & Identifiers | Master name, aliases, birth date, sex, race, physical traits, photograph, or Wisconsin SID where that source permits display. |
|---|---|
| Arrest / Booking Data | Arrest date, agency, intake time, InmateID, initial allegations, holds, and release information. |
| Charges & Statutes | Police allegations, prosecutor-filed counts, statute numbers, and felony or misdemeanor severity. |
| Disposition | Dismissal, conviction, acquittal, plea, or another charge-level outcome with its date. |
| Sentence | Confinement, extended supervision, probation, fines, costs, surcharges, restitution, and conditions when public. |
| Custody / Supervision Status | Local jail status, DOC admission or release, probation, parole, extended supervision, revocation, or a hold. |
Four Winnebago Criminal Record Answers
The same event can yield four sound but different answers. The police report describes what an officer saw and alleged. The jail booking shows intake and custody. The WCCA case shows what prosecutors filed and what the court did. WORCS shows what reached the statewide CIB file. Gaps do not always mean an agency made an error.
The WCCA search screen is the public entry to filed Winnebago County criminal cases.
Read the record in sequence: Arresting agency report → jail booking → District Attorney filing decision → Circuit Court disposition → CIB and DOC updates. An arrest without fingerprints may be absent from CIB. A police report may remain after the case is dismissed. WCCA may show the outcome but not the filed document image.
Public Access Laws
Wisconsin Public Records Law starts with a presumption of access, but it does not make every field public. A records custodian applies statutes and the Wisconsin balancing test. Juvenile files, unexecuted warrants, victim and witness identifiers, juror information, and sensitive personal data can be withheld or redacted. The cost of a request may include actual necessary reproduction, transcription, photography, mailing, and qualifying location work.
Winnebago County searchers can inspect public WCCA metadata at no charge, use the Room 110 terminals, request copies from the clerk, order an adult CIB result, or ask an agency for its own records. Those paths do not override restrictions. A narrow request that identifies the date, agency, case or incident number, and exact document can reduce search work and help the custodian separate releasable material from confidential content.
Key Wisconsin statutes:
Wis. Stat. §19.31 states the public-access policy.
Wis. Stat. §19.35 creates inspection and copy rights and limits recoverable costs.
Wis. Stat. §165.82 authorizes CIB criminal-history search fees.
Wis. Stat. §§165.83-165.84 govern repository submissions and certain fingerprint-record removals.
Wis. Stat. §973.015 provides Wisconsin's narrow conviction-expungement remedy.
Verify Winnebago County Warrant Records
Winnebago County does not advertise a complete interactive warrant database. Call the Sheriff's Warrants line at 920-236-7304 with the full name and birth date. WCCA can show an issued, returned, or quashed bench warrant in a known case, but the docket is not guaranteed to reflect live status. Municipal warrants may require the court that issued them. Sealed, juvenile, recently cleared, and out-of-county matters may not appear where expected.
Lake Winnebago Area MEG's Most Wanted page is a selected regional drug-enforcement list, not a full warrant inventory. Verify the issuing court and case, then ask the sheriff or court for current bond and appearance instructions. If bond is payable at the jail, payment is in person with photo ID by exact cash, cashier's check, or card. PayGOV adds an 8.5% card fee. Do not appear based only on an old listing.
Note: An older warrant event in a Winnebago criminal docket cannot replace direct status verification with the sheriff or issuing court.
Sealed, Expunged & Restricted
Wisconsin expungement is narrow and is usually decided at sentencing. Under Wis. Stat. §973.015, ordinary eligibility requires that the person was under 25 when the offense occurred, the maximum imprisonment was six years or less, and the sentencing court found that relief would benefit the person without harming society. Misdemeanors and some Class H or I felonies may fit that gate, but violent, stalking, child-related, repeat-felony, and other exclusions still apply.
If the judge did not order eligibility when announcing the sentence, the statute generally does not create a later second chance to ask. Successful completion also requires no later conviction during completion, no probation revocation, and satisfaction of probation conditions. Relief removes automated nonfinancial court identity and seals the case file, but it does not vacate the conviction or automatically destroy police, prosecutor, and CIB source records. Incorrect CIB data uses the DJ-LE-247 challenge route instead.
Winnebago Jail and DOC Records
Winnebago County Jail custody and Wisconsin prison custody are not interchangeable. The county jail at 4311 Jackson Street holds local pretrial and other county inmates. State-sentenced people can move to the Wisconsin Department of Corrections system. The county also contains Winnebago Correctional Center, Drug Abuse Correctional Center, and Oshkosh Correctional Institution, which makes a same-name facility assumption especially risky.
The Wisconsin Department of Corrections site is the source for the Person in Our Care or Client Search.
Use the county current-inmate PDF for a jail status and the DOC locator for prison or community clients. For supervision, the sentencing docket shows the historic order, while the DOC Division of Community Corrections holds live probation, parole, and extended-supervision information. WCCA is not a live compliance monitor.
- Probation
- Circuit-court-ordered community supervision administered by Wisconsin DOC.
- Parole
- Conditional release for eligible older sentence structures, with discretionary decisions by the Wisconsin Parole Commission.
- Extended supervision
- The community portion of a Wisconsin Truth-in-Sentencing prison term.
- Revocation
- The end of community release after the required administrative or court process.
Criminal Records by City in Winnebago County
City police departments keep the reports their officers create, while county jail and Circuit Court records form later layers. Oshkosh offers a detailed police request form and routes ordinance cases through a county commissioner. Neenah maintains its own police records and shares a municipal court with Menasha. Menasha spans two counties, so the event location decides which county jail and prosecution system to check.
Oshkosh Criminal History
67,504 · Police reports stay with OPD; state charges move to Circuit Court.
Neenah Criminal History
27,817 · NPD records are separate from the shared municipal court.
Menasha Criminal History
18,683 citywide · Incident location controls the county route.
The official 2025 population estimates rank Oshkosh first, Neenah second, and Menasha third by its Winnebago County share. Appleton's small Winnebago portion does not displace Menasha. These city routes identify where a police report begins; jail booking and state criminal prosecution can still move to a county office after an arrest.
Winnebago Registry Records Need Context
The Wisconsin Public Sex Offender Registry is managed by DOC through WIStaySafe. It is a qualifying-status system, not a public score of a person's risk. Searchers can use a name, select Winnebago County, or search within one, two, or three miles of an address. The system requires its conditions and CAPTCHA, and it can cap a result set at 50.
The official WIStaySafe portal displays the registry profile layout and search routes.
A public profile can show aliases, physical details, residence verification dates, vehicles, offense data, registration term, and compliance status. “Compliant” means current adherence to registry duties, not low risk. The portal also offers address-based email notices for qualifying registry events. Use the dedicated Winnebago County sex offender check for the field-by-field search and lawful-use rules.
