1. What This Website Is

This is a privately operated reference website, independent of every government office. It does not maintain official criminal records, retrieve records for visitors, conduct official background checks, or submit documents on anyone's behalf.

Its function is to identify the custodians of Winnebago County records, including the sheriff's Records Division, Winnebago County Circuit Court, the Wisconsin Department of Justice Crime Information Bureau, and the Wisconsin Public Sex Offender Registry. Some pages also connect visitors with outside research tools.

2. Rules for Using This Site

Use of the website is conditioned on an agreement not to:

• Violate a local, Wisconsin, or federal law through use of the website
• Employ information found here to threaten, follow, stalk, or harass another person
• Rely on website content for housing, employment, credit, lending, or insurance decisions
• Enter restricted systems or attempt to obtain access without authorization
• Send bots, scrapers, or other automated collection tools against the pages
• Interfere with website operation or prevent other visitors from gaining access

3. No Harassment, Stalking, or Discrimination

No person may use information obtained here or through a linked tool to intimidate, stalk, threaten, harass, or discriminate against someone else. Such conduct is prohibited and can be criminal. The restriction is especially important for the Wisconsin Public Sex Offender Registry. Wisconsin law, including Wis. Stat. §§301.45 and 301.46, governs registry information, and misuse directed at a listed person can carry criminal consequences. Registry access supports public-safety awareness. It does not permit vigilantism, employment blacklisting, or housing discrimination.

4. We Are Not a Consumer Reporting Agency

Winnebago County Criminal History is not a consumer reporting agency under the FCRA. It does not create background checks, credit reports, or any form of consumer report. Its advertising partners likewise do not provide tools designed to assess applicants, rental applications, insurance rates, or creditworthiness. Information from the website or a linked tool must not be used to:

• Make a hiring, firing, or other employment decision
• Evaluate a prospective renter or housing applicant
• Assess creditworthiness or calculate an insurance premium
• Decide eligibility for a permit, license, or government benefit
• Carry out any other activity regulated by the FCRA

A check needed for one of those purposes must be obtained from an FCRA-compliant screening provider or through an authorized official process administered by the Wisconsin Department of Justice Crime Information Bureau.

5. No Legal Advice

The website does not give legal advice. General explanations of Winnebago County records cannot determine how a charge, conviction, warrant, or Wisconsin expungement rule applies to a particular set of facts. Seek advice about an individual matter from an attorney licensed in Wisconsin.

6. No Warranties

All website material is furnished "as is." No warranty is made that:

• Any item of information is current, complete, or accurate
• Access will remain continuous or free from interruptions
• The pages contain no defects, mistakes, or security weaknesses
• An outside search provider will return complete or correct results

Criminal records can change when charges are filed or dismissed and when a court restricts or expunges an eligible record under Wisconsin law. Updates and omissions are unavoidable. Website content must never be treated as an official statement by the Winnebago County Circuit Court, the sheriff, Wisconsin DOJ, or another government custodian.

7. Third-Party Services and Links

Links may lead to sheriff pages, court portals, Wisconsin agency resources, legal-aid organizations, or outside search services. Following one leaves this website for a service outside its control. No responsibility is accepted for that service's content, data practices, charges, or availability. Review the other provider's terms before using it.

8. Intellectual Property

Text, graphics, logos, and code are owned by Winnebago County Criminal History or its content partners. They may not be reproduced, altered, distributed, or used to create derivative material without prior written authorization.

9. Limits on Our Liability

To the maximum extent allowed by law, Winnebago County Criminal History disclaims liability for damages arising from website use, including actions taken in reliance on material found here or through a linked service.

10. Indemnification

The user agrees to indemnify and hold Winnebago County Criminal History harmless from a claim, action, or demand caused by the user's conduct or violation of these terms, including associated legal fees and costs.

11. Governing Law

Wisconsin law governs these terms. Any dispute arising from use of the website must be brought in a court located within Wisconsin.

12. Changes to These Terms

These terms may be revised at any time. A revision becomes effective when the updated language is posted here.

13. Cutting Off Access

Access may be restricted or terminated at any time, without advance notice and for any reason.

14. Severability

If a court finds one provision invalid or unenforceable, every remaining provision continues in effect. The affected language will be modified only to the extent necessary to make it enforceable.
